Sampling plan

Type of consignmentProcedure
Consignments for customs clearance
The aggregate sample consists of an appropriate number of incremental samples. When you are satisfied the consignment is homogeneous, one incremental sample is usually taken as representing the goods covered by the same customs declaration. The minimum size of sample must correspond to approx. 1 m2 rolled or folded in A4 size.
Bale or bundles, packing case, parcel or pallet load

Equal quantities of incremental samples are taken from different packages found at different positions in the transport vehicle or in the storage facility by random selection or systematically.

Avoiding all damaged sheets, take sufficient sheets from different selected units to provide enough sample for the requested testing (see recommended minimum quantity).

If known, mark the machine direction on the sheets.

If the unit is composed of elements (reams of parcels) packaged together, assemble all the selected units and select elements from them using the same method that was used to select the units from the consignment.

Reel (Roll)

Equal quantities of incremental samples are taken from one or more positions throughout the consignment, from different units by random selection or systematically.

Remove all damaged layers from the outside of each selected reel plus three undamaged layers of paper or one undamaged layer of board.

Then cut the same number of sheets from each selected reel to create a final sample. The number of sheets taken from the lot must be sufficient to provide enough sample (see recommended minimum quantity).

The sheet may be taken directly from the real or the real may be cut across its full width, the pile of cut sheets allowed to fall to each side, the reel removed, and the sheets cut from each pile.

If the unit is a package that cannot be completely unwrapped, cut window(s) of dimensions approx. 45 cm x 45 cm. Through window, cut to a sufficient depth to enable withdraw the number of sheets to create a final sample. Remove all damaged layers plus at least three outermost undamaged layers of paper or one undamaged layer of board. Vary the position of the window(s) within and between units.

Individual articles
1 or more representative pieces are taken depending on the size of the article. Where the article is small (all dimensions up to 10 cm) ensure that the final sample consists of at least 3 pieces.

Handling of samples

General comments

  • Taking samples: You must ensure that the goods being checked consist of a single consignment. If there are several consignments, they should be identified separately. An aggregate sample may be formed only from packages from the same lot contained in the same consignment. Samples of paper or board units are selected by random method or systematically from a lot of the consignment.
Unit = component of a lot which may be in the form of a reel, a bale, a bundle, a parcel, the contents of a packing case, a pallet load etc.
  • The incremental samples (sheets) are further combined and sub-divided to provide the final samples. The procedure differs if the unit is a package that can be completely unwrapped from units that cannot be unwrapped. All incremental samples must be of the same size.
  • Care should be taken in handling samples. Appropriate gloves must be worn as touching paper with bare hands may appreciably effect the chemical, physical, optical, surface or other characteristics of paper.
  • The samples having visible defects or damages due to sampling or transportations cannot be used for testing.
  • Packing the samples: The final samples should be wrapped in a plastic or paper box or placed in a solid plastic or paper cover or envelope. The samples should be kept flat, free from wrinkles and folds. If the samples are in the form of very narrow strips, wind them on a core. The individual articles should be packaged in the plastic or paper bags or cardboard boxes (cartons) of various sizes.
Sampling form

  • Fill in the sampling form. One copy should be attached to the samples and one copy should be kept for the record.
Transport

  • Samples should be kept at room temperature in a dry and well-ventilated place. They must be protected from exposure to conditions which may change their properties.
Storage

  • Samples should be kept at room temperature in a dry and well-ventilated place. They must be protected from exposure to conditions which may change their properties.
